Public health erupted into the world’s consciousness in early 2020 with the Covid pandemic and its multiple social and economic consequences. What had been until then, for most people, a remote and specialized field of expertise suddenly became the very basis for the government of lives. The Worlds of Public Health analyzes the moral and political issues at stake in the practice of public health today, including the influence of positivism, the boundaries of disease, conspiracy theories, morality tests, and the challenges posed by the health of migrants and prisoners. This exploration transports readers from South Africa, the country most impacted by the AIDS epidemic, to Ecuador, with the supposedly highest maternal mortality rate in Latin America; from the scientific controversies concerning the so-called worm wars in Kenya to conflicts between doctors and patients around Gulf War syndrome in the United States; from lead poisoning and public housing in France to the Covid-19 pandemic worldwide. Through these case studies, Didier Fassin argues that, ultimately, public health is a politics of life, revealing the different and unequal ways in which life is valued – and either protected or not – in contemporary societies.

It is a simple story. A 37-year-old man belonging to the Traveller community is shot dead by a special unit of the French police on the family farm where he was hiding since he failed to return to prison after temporary release. The officers claim self-defense. The relatives, present at the scene, contest that claim. A case is opened, and it concludes with a dismissal that is upheld on appeal. Dismayed by these decisions, the family continues the struggle for truth and justice. Giving each account of the event the same credit, Didier Fassin conducts a counter-investigation, based on the re-examination of all the available details and on the interviews of its protagonists. Eric Fassin examines the trend of State anti-intellectualism in France using the nation as a case study to demonstrate that this tendency is not limited to ostensibly illiberal regimes. He argues that today’s world requires an examination of this phenomenon beyond Cold War geopolitical divisions and highlights a global shift towards authoritarian neoliberalism. His book is a plea for the political urgency of intellectual work in a global moment of political anti-intellectualism. The book covers the period from President Sarkozy to Prime Minister Valls and includes both firsthand and public cases of attacks against academics, not only in France, but also in Brazil, Hungary, Russia, Turkey, and the United States, with examples of State racism and the argument of the State against antiracism. The book also considers issues of censorship and cancel culture, concluding with Fassin’s firsthand account of attacks on him from the far-right.

The case studies conducted over five continents with the tools of eight different disciplines challenge the ethnocentric assumptions, false moralism, and cultural prejudices that underlie much discussion on corruption or even the virtue invested in resilience. The critique of the ubiquitous use of crisis to characterize our times shows how this framing obscures the unjust conditions of existence and the violence of everyday life. The prison is a recent invention, hardly more than two centuries old, yet it has become the universal system of punishment. How can we understand the place that the correctional system occupies in contemporary societies? What are the experiences of those who are incarcerated as well as those who work there? To answer these questions, Didier Fassin conducted a four-year-long study in a French short-stay prison, following inmates from their trial to their release. He shows how the widespread use of imprisonment has reinforced social and racial inequalities and how advances in civil rights clash with the rationales and practices used to maintain security and order. He also analyzes the concerns and compromises of the correctional staff, the hardships and resistance of the inmates, and the ways in which life on the inside intersects with life on the outside. In the end, the carceral condition appears to be irreducible to other forms of penalty both because of the chain of privations it entails and because of the experience of meaninglessness it comprises. Examined through ethnographic lenses, prison worlds are thus both a reflection of society and its mirror. At a time when many countries have begun to realize the impasse of mass incarceration and question the consequences of the punitive turn, this book will provide empirical and theoretical tools to reflect on the meaning of punishment in contemporary societies.

The word "crisis" denotes a break, a discontinuity, a rupture-a moment after which the normal order can continue no longer. Yet our political vocabulary today is suffused with the rhetoric of crisis, to the point that supposed abnormalities have been normalized. How can the notion of crisis be rethought in order to take stock of-and challenge-our understanding of the many predicaments in which we find ourselves? Instead of diagnosing emergencies, Didier Fassin, Axel Honneth, and an assembly of leading thinkers examine how people experience, interpret, and contribute to the making of and the response to critical situations. Most incidents of urban unrest in recent decades - including the riots in France, Britain and other Western countries - have followed lethal interactions between the youth and the police. Usually these take place in disadvantaged neighborhoods composed of working-class families of immigrant origin or belonging to ethnic minorities. These tragic events have received a great deal of media coverage, but we know very little about the everyday activities of urban policing that lie behind them. Over the course of 15 months, at the time of the 2005 riots, Didier Fassin carried out an ethnographic study in one of the largest precincts in the Paris region, sharing the life of a police station and cruising with the patrols, in particular the dreaded anti-crime squads. Far from the imaginary worlds created by television series and action movies, he uncovers the ordinary aspects of law enforcement, characterized by inactivity and boredom, by eventless days and nights where minor infractions give rise to spectacular displays of force and where officers express doubts about the significance and value of their own jobs. Describing the invisible manifestations of violence and unrecognized forms of discrimination against minority youngsters, undocumented immigrants and Roma people, he analyses the conditions that make them possible and tolerable, including entrenched policies of segregation and stigmatization, economic marginalization and racial discrimination. Richly documented and compellingly told, this unique account of contemporary urban policing shows that, instead of enforcing the law, the police are engaged in the task of enforcing an unequal social order in the name of public security.
The state is often regarded as an abstract and neutral bureaucratic entity. Against this common sense idea, At the Heart of the State argues that it is also a concrete reality with a morality, embodied in the work of its agents and inscribed in the issues of its time. A political and moral anthropology, this book is the result of a five-year investigation conducted by ten scholars, based in France. It analyses, amongst other topics, the police, the court system, the prison apparatus, the social services and mental health facilities. Combining genealogy and ethnography, its authors show that these state institutions do not simply implement laws, rules and procedures: they mobilise values and affects, judgements and emotions. At a glance, 'borders' and 'boundaries' may seem synonymous. But in the real (geopolitical) world, they coexist as distinct, albeit overlapping entities: the former a state's delimitation of territory; the latter the social delineation of differences. The refugee crisis in Europe showed how racial and ethnic boundaries are often instrumentalised to justify the strengthening of state borders - regardless of the cost in human life. But there are other, less tragic, examples that illustrate this overlapping as well, and ultimately demonstrate that the oft-differentiated spheres of borders and boundaries are best understood through their relationship to one another. The new form of "humanitarian government" emerging from natural disasters and military occupations that reduces people to mere lives to be rescued. From natural disaster areas to zones of political conflict around the world, a new logic of intervention combines military action and humanitarian aid, conflates moral imperatives and political arguments, and confuses the concepts of legitimacy and legality.
